Not necessarily… The female could just lay fish-eggs, and the male would inseminate them externally just like fish do.

Or perhaps the real Merfolk would be the reverse way (fish head + legs) like on Family Guy.

Reproduction: Something about laying eggs in a guy’s sac (as per Futurama). Sounds a bit painful, but if seahorses can do it, I’m sure a merman can.
