Supergirl = Kara Zor-El, Kryptonian (New Earth), Cousin of Superman (Kal-EL)

Power Girl = Kara Zor-L (missing the E of EL), Kryptonian (Earth-Two), Cousin of Superman (Kal-L)

Hence Power Girl is NOT a clone from Supergirl.

The cloning rubbish comes from two JLU episodes where STAR Labs created a matured Supergirl clone named Galatea who bears some resemblance to Power Girl.

Power Girl is a clone of Supergirl, but she also the adult version of Supergirl (which explains the more enhanced features). Supergirl has a bright future! :)
